Q: Why is Cygwin needed on Win32?
Cygwin is listed as a Win32 requirement on the download page.
A: It is needed for compiling the library from the command line.
Cygwin is needed only for compiling the VR Juggler libraries. The build system is the same as the one used on UNIX-based platforms, and thus, a UNIX-like environment is required for compiling. Once the libraries are compiled, the Visual Studio IDE can be used to write and compile applications.
NOTE
With the release of VR Juggler 2.0 Alpha 4, Cygwin is not needed at all for any aspect of using VR Juggler.
